    Class DevCommand

    cell dev: frontend and backend on one port with the development mode. The frontend has Vite's HMR, the backend reloads when one of its files changes, and a change of cell*.yml, package.json or cell.config.* restarts everything with a new toolchain. Runs until SIGINT/SIGTERM.
